I just had the power flicker off here in the lightning capital (Tampa) which caused my unset alarm to start beeping. When I went to the display the "armed" and "program" buttons were lite. I put in the access code to unarm it but got no response. When I opened the door it set the alarm off and no access code is shutting it off. I eventually had to unplug the back up battery and the electrical power to the system. I've gone back to plug the power in but the alarm continues to sound. I have my instruction manual but I have no clue as to what to do about the "program" light that has appeared or how to shut this freaking thing off even while trying to work on it.
Any help would be very much appreciated.

By your description, this thing seems to have jumped into alarm _and_ program mode at the same time.

Disconnect one of the siren wires at the motherboard (the terminal pair labeled "bell").

Power the system back up, and try pressing # to see if it will exit program mode. It is possible that the surge hit through the telephone line, and may have scrambled the eeprom.

If so, your only option may be an attempt at a hardware default.

Websearch using the phrase "DSC PC3000 installer manual".

Be forwarned: everwhere you see [Q] in the manual, substitute . It was scanned using one of the early versions of Acrobat, and didn't clean up well.
