I have an old concrete block foundation that has a skim coat of concrete completely covering it on outside and inside. There are many places that skim coat has cracked, fallen off, chipped, etc. I want to repair this and paint, both inside and outside. What kind of product do I use and how? Thanks!

wire brush the surface to remove all loose material and then you can add a new skim coat, mix equal parts portland cement and fine sand with just enough water to give you a paste. then trowel it into the old surface, smooth to desired finish and let dry thourouly then you can prime and paint.
