I just finished installing a PC1616 and I have it set up as a local alarm only, no communication. I am getting trouble #4, failure to communicate. So far I have all 3 telephone numbers programmed as all zeros; and i have [380] off. What is it that's causing this? Thank you.

Not zeros, HEX F should be in all of the phone number slots.

Also, one quirk of DSC panels is that the telephone trouble will often not clear until you power cycle (reboot) the panel.

you will also have to got to section 015 in programming and make sure that 8 is off. and then like ron said, reboot your panel.
