I'm in Wisconsin for a few months visiting my father and i had noticed that his concrete driveway is coming apart so my question is what can i do to fix this problem ohhh and just so i dont forget when i look down in the cracks i can also see that i not only can see the top of the driveway but also the bottom.

1) the driveway had been stress-cut and the seperation is now at 5/8 of an inch

2) looking for the best/cheapest way to fix this problem

If you mean that the expansion joints are opening, you can caulk them with an elastomeric caulk designed for this purpose. Depending upon the width of the gap, some filler material may be required.

Hope this helps.
