Anyone know if i can install an Anderson Doublehung window as a slider without diminishing its use?

No, the DH mechanism tends to keep it open if lifted, as an assist, so if it has no weight on the bottom frame to help keep it closed, it would open automatically when unlocked. The sill would be on the side, so you wouldn't have any rain protection, and generally it would not work.
Sliders are a great way to go, but I would get the correct product for the application.
