Any ideas on how to discourage squirrels and other critters from burrowing and digging into landscaping mulch?

A shotgun. Joke. I have much the same problem with neighborhood cats in my beds which are all mulched with some form of shredded wood/bark and absolutely irresistible to the felines. I now know why the previous couple who owned my home used lava rock for every flower bed. I spent a day removing it all and the past three years regretting it. I tried mothballs and they seemed to work for two days, but much to my dismay, they melted. I say melted because one day they were the size of marbles and the next about half that size. By the third day, they were nonexistent. Good luck!

Try using the anti cling sheets made for the clothes dryer. The rid my shed of squirrels and kept the porcupine out of my crab apple trees. Frankly, they are toxic and some animals don't like them. They don't melt and the smell stays around for days.
I found the Arm and Hammer "New! Stronger Scent!" brand works the best.
