Did he remove the door? What are the exact problems you are having with it? Is it scrubbing on the new surface? Is it having problems latching?

Do not cut the bottom of the door. Of all my DIY projects, the time I cut the bottom of a steel door is the only time I think I made a real mistake. Try taking off the weather stripping and finding a new one that has more room.
My door is falling apart now. I only cut off what looked to be "tabs" to hold the stripping in place. Now the front of the door is pulling away from the core. You only other second option may be to pop the trim and re-hand the door a little higher. This assumes you have space between the top of the door and the header.
