Are there any options to install a bi-fold without a bottom bracket? (I don't want to drill through tile) For instance, mounting on side brackets rather than top and bottom, while still using the rail?

Why not drill the tile? There are drill bits made especially for that purpose.

depending on the maker of the door, you should be able to mount the bracket to the side jamb rather than drilling into the tile

Most of the brackets for the common doors have holes to mount to the jamb. Just cut off the part you don't want.
