Gardening and Horticulture - Evergreen Tree & Removing stump from old tree

Want to fell a large tree and replace it with an evergreen tree to provide privacy along a fence. I have 2 questions:

If I hire someone to remove the tree, can the stump be completely removed?

Can anyone recommend an evergreen tree (not conifers) that will grow grow to about 7 feet with a spread of about 5-6 feet?

The stump would have to be dug out. If the tree had a disease and had to be removed because of it, it might not be a good idea to plant in the same place.

Without knowing where you live, the sun conditions and your hardiness zone, it would be impossible to make any recommendations.

For a plant no taller than 7 feet, you might consider shrubs.

No disease, just ugly and too tall for size of yard and fence line. Looking for a privacy evergreen (tree or shrub). Would be planted in a raised bed about 2' above lawn level

Northern California with average to mild temps.

90-95 degrees hottest temp (maybe 1-2 times a year , 32 degrees coldest (maybe 1-2 times a year).

Full sun is 6 hours or more
Part sun is 4 to 6 hours
Part shade is 2 to 4 hours
Shade is 2 hours or less of sun.

The tree stump can be removed with a stump grinder. Some grinders are trailer type and need sufficient space to get to the grinding site. Others are self-contained and self-propelled. The arborist who removes the tree should be able to remove the stump.

Stumped, a tree of 7' tall would more likely be a shrub. Of course you can limb up a shrub and train it to grow like a tree. Here's some ideas.

Ceanothus aka California lilac. There are several selections of this native evergreen shrub and they can grow anywhere from 6" tall to 20'.

I think I have settled on a variagated Pittosporum and train it to grow like at tree.
