Looking for something to replace a hedge border. Saw Shasta Viburnum online but it wasn't clear if it dropped leaves in the fall/winter. need something that will grow 5-6 feet high and wide.
Borders neighbors yard so it needs to be an evergreen (with flowers would be great)

The Shasta Viburnum won't look good if you shear it. It isn't evergreen. Without knowing your hardness zone, sun conditions and how much depth you have if you don't want to shear the hedge, it would be impossible to say what to plant.
If you really like the viburnums there are some evergreen ones. You could do a google with the term:

That is a very shallow and narrow planting area. I can't think of a viburnum that would be happy with their roots contained like that. I'm not all that familiar with what grows in your area, especially when it comes to shrubs. I would think some type of evergreen holly might work, but I forgot to ask how tall this needs to be. They don't like wet feet so the planting area will need good drainage. Maybe this search engine will be helpful as it's from California. The more aspects you choose the fewer suggestions you'll get.
