I am in the process of bathroom remodel. I have taken down walls to studs. The exterior walls in my bathroom didn't have any insulation, but I plan to put some in. From the exposed studs, I can see and feel what what appears to be 1/4" - 1/2' black sheathing between the studs and the brick. It has the feel of tar paper. I this some sort of vapor barrier, and if so am I correct that I should not put an additional vapor barrier on the inside wall before putting up sheet rock and cement board/ tile.

No it is not you still need one on inside of wall.
