I have tried on 2 occassions to recaulk bathtub but bith times the caulk bubbles up or doesnt dry. I have let cure for 48 hours both times. What could be wrong?

While I personally haven't seen caulk bubble up, I know that sometimes a caulk job doesn't go right unless the caulked area is absolutely clean and dry. Remove all the old caulk, using a razor blade to scrape the last remnants of it off. Be careful, of course, don't scratch the tile. Then rub the seam down with acetone, and wait until it's dry.

If you're using real silicone caulk, you might consider a latex or latex/silicone caulk. They tend to be a little more forgiving.
