How do I remove old painted-over 1/2 stripped wallpaper border? My husband removed most of the border before he painted over it with semi-gloss latex paint. Now you can see the unevenness of the wall with a light shining on it. We want to paint again but I want to do it right. What do I do?

The paint makes the job more difficult. I'd try sanding and scraping. If you can get the back of the paper wet, it will aid in removal.

Simplest solution might be to scuff sand and then skim coat with joint comound and start over. People think paint hides defects, when it usually accents them - especially the higher sheen paints.

Good point Mitch  I should have added about the skim coating. It's best to remove what you can but even if you are able to remove it all, a thin coat of joint compound will likely be needed.... and for the areas that are stubborn - j/c will make life easier :D

If you see any bubbles these need to be cut out. Sand with a block sander and skim coat with joint compound. Since you painted over it, this most likely is your best bet.
