I have a friends basement I'm helping out with. Problem is he had a flood one time and about 1 foot up from the floor the concrete (or the mud they used back then) is crumbling. I tried to skim coat it with plaster but, it just sloffes off the wall because the wall is so crumbly.

Any suggestions on how to make the mortar stick or can I just spray paint the whole thing?

Any suggestions would be greatly appreciated.

The wall is telling you that you are killing it. Use lime plaster, not cementious. Do a search on this board for full info.
