In a normal situation, the can of a recessed light is attached to the joist. In the case of a drop ceiling, how does one affix the can so that it is stable in/on the ceiling panel?

Just did this within the last month. You'll need to invest in a special bit, but it is not of great cost. You can pick it up at about any hardware store. Just ask they'll know. You'll need the anchors and wire. There is wire available but any wire will do. What I did was drive the anchors into the ceiling above and then tied opposite corners of the light. Hope this helps.

Most can lights will come with spanners that have clips on the ends that will sit directly on your grid system. It also positions the light properly for use with standard drop in panels. I think Repairman was thinking of the installation of the ceiling grid itself.

Go to your local electrical supply house.
They should have a product by Caddy or someone similar that is a ceiling bar designed to attach to the grid and support the fixture.
You will need 2 bars per fixture.
