it was working fine last year but not this year when I tried the first time yesterday. it doesn't cool at all although the compressor, coolant look fine.

I hope your luckier than me. I had same thing happen. Tech came out today & detected leaks in coil in both the inside & outside Units. I have to replace all. :(

When was the last time you had that coil cleaned?
There are 2 motors in the unit that is outdoors. When the thermostat inside the house is calling for cooling, are they both running? And how about the blower inside the house?
There are two copper pipes coming off of the outdoor unit, one larger in size than the other. The bigger of them should be insulated...Touch under the insulation (on the metal) is it cold? is it sweaty?

yea he showed me moisture on bottom of Coil and then he took his detector gun and it made a lot of beeping noises when he went near those 2 moist looking areas at bottom of coil. He then came inside and opened up panel and it detected leaks in the copper like tubing all over the front panel. You never know how accurate his tool is but. He had to set sensitivity several times. He put his meters on and the Refrigerant was at 20 which he said was Low. The Unit is 13 years old. I have another post on here about the size of a Filter for a 3 Ton unit. I'm in the midst of getting estimates but I know very little about this. One guy told me my 25'X16'X1" is too small for a 3 Ton Unit. The history is it worked fine last year and when we turned it on this year, it would not cool. I don't know what to do. Any help would be greatly appreciated. Thanks.

yea, usually pinhole leaks in the coil. but he should show you the leaks. some can be repaired , but most can't. depends on how greedy the installer is. i always try to repair first. prices are so high anymore.

the big copper line on the a/s should be cold and sweaty if hot enough outside. armaflex will be wet .
