For my small basement (non bath) restroom I want to paint it yellow.
The current color of white has probably been there since 1974. Can I just paint over it or do I need to sand the old paint away before painting the new color?

I'd maybe do a scuff sand just for adhesion and then paint. This assumes the current paint is in decent condition.
