I have a 99 f-250 with a V-10. I bought some used tires and rims that are 35's. can I get away with a leveling kit only?

Which verison you have the 2X4 or 4X4 ?? [ due the front end is little odd set up that why i ask you on this one.]

normally the 2X4 front end are coil sping set up while the 4X4 are leaf spring front end.

The back is the same on both 2X and 4X's the only diffrence is the block spacer you will noticed the 4X4 will have either 2 or 3 inch block spacer between the axle and leaf spring.

{ when you put in larger tire you will noticed the speedo will be little slower due the size of tire. most stock verison useally are 33's IIRC }

you should have the rear bumper about 1-2 in higher than the front anyway to make it drive the best. I installed new 16in tires on my work truck and they were 35 in overall height it made my spedo about 3mph slow at 65mph. if your height is about that I would not do any thing.
