I'm having the typical light flickering, and after repositioning the bulbs, no response at all syndrome. It's back and forth. I've installed new ballasts, & bulbs, but it's still not lighting up properly, any help would be great.

did you check the ballast for the correct wattage and bulb type and yes with new one they sometime flicker and when you leave it on for while it will useally stop flickering over the time.

most common curpit is wrong bulb[s] not match up with the ballast stated on what size and wattage to use.

second common curpit is cold air hitting the bulbs cause them to get dim and flicker.

some case bad new bulbs can do this too so swap over from a knowen working luminaire that useally clear up.

The tube wattage & type are consistent with the label on the ballast I installed. One more question. :) Would switching around the (red,blue), or yellow wires make any difference at all?

if you follow the ballast connection diagram very carefully useally yellow is not much a issue but the bleu and red that is circital part depending if you have electronic or maganitc ballast.

for 4 lamp electronic rapid start the reds useally are inside two lamps while the bleu is outisde lamps. but watch the yellow leads make sure they are in correct location.[ they are in series connection ]

for 4 lamp Instat start useally have have bleu and red on one end while the yellow one dont make much diffrence due parallel connection

but if you know what brand ballst i can able pinpoint more closer [ brand and model number both will really help me to pinpoint it close ]

I believe these are A~Advance R4S40-A-TP-AC model ballasts. I'm pretty sure, and hope, they require the 40 watt bulbs I installed in the fixtures. Additionally, they are standard 120 ,v, 60 ,hz, rapid start.
