I need to replace my existing wooden porch railing. Can I get the top and bottom railing at a local home improvement or lumber store? Some of the cuts would appear to be somewhat special especially the bottom groove for the Balusters. Would seem to be an easy item to mass produce.

Visit one of the big box stores. Most of them stock porch railing of the type you describe.
