That device is to vary the speed of fans on air-cooled condensers used on refrigeration (and air conditioning) systems. Perhaps it could be modified to vary the speed of a residential furnace/air handler blower but it would never come close to the performance of a real variable speed blower.

I suspect it would also have the fan motor growling.

you would also need a multi speed motor to begin with. The true variable speed systems today use DC motors with a built in AC/DC inverter, this allows for true variable speed rather than just multi speed.
