I am looking to install recessed eyeball lighting, but would like to be able to change the angle via a switch on the wall. I have searched the internet, gone to Home Depot and Lowes and no one seems to know what I am looking for. I'm having difficulty believing this technology doesn't exist. I am probably searching using incorrect search words or not explaining myself. Can anyone help?

If it was a video camera it would be a PTZ(pan,tilt, zoom), but I have not heard that for light fixtures.

That sounds like a cool idea, but I've never heard of such a light. You could patent it and make millions. :)
