I have Rheem Heat pump/AC... The outside unit makes a humming sound and the fan does not spin. It still heats the house but my electric bill is doubled. It does the same thing with the A/C on... Don't know if the A/C works or not.

If the humming noise and the inoperative fan situation happened ONLY when in the heating mode (winter), I would venture to suggest that the unit is stuck on defrost mode.

When on defrost mode (which normally should only last around 10 minutes or so), even though the indoor thermostat is set for heating, the outdoor unit runs on cooling (to melt the accumulated ice build-up) AND at the same time the strip heaters inside the indoor unit are up and running too. This would explain your high electric bills (electric heat is the more expensive type of heating)

But you're also saying that the same problem happens with the A/C ON, which I imagine means: the fan is not running in the cooling mode either. IF SO (the reported problem happening in both, the heating as well as the cooling modes), then you may have either a defective outdoor blower motor or a defective capacitor for this same blower, or both.

Finally, you also indicate not to be sure at all if the A/C works or not. You need to help us a bit more by finding out for sure if the unit is or is not working when in the cooling mode.

When calling for heat or cool . Have you tried to give the fan a push And see if it starts ???? If so can be just the capacitor. If not then like said check the d3efrost board out

It most have defective outdoor blower motor, the capacitor did not fix the problem and I am having trouble finding a replacement. Can I get it rebuilt?

I replaced the 2p 30a 24v Contactor, a Mars 12004 4 x370 Run Capacitor oval for $4.00 that sounds kinda cheap. The Part # for the Condenser fan motor is 51-23055-12. The Condenser fan motor range from $80.00 - $249.00 and one comes with a Capacitor for and extra $45.00.
