I am in washington state I have about a 30 foot run can I get away with a 3" rise if I use 4" all the way up to the closet and then reduce to 3" for my toilet

Nope!

The pipe diameter doesn't mean :D crap:D when it comes to the required and necessary fall.

Waste flushes the same in Washington as it does in Argentina.:)

I guess I knew that.
You know you run into others that just insist they know it all come to find out they are full of Crap.Maybe if he changed his own pipe fall the Crap would flow away
