Hi,
We just bought our first house and in one of the rooms the previous owners put up an ugly boarder up over a fairly decent wallpaper.
Is it possible to remove the boarder without damaging the wallpaper?
If so how?

You may but you will have to cover it back up with another border. There will be a footprint to cover. But you may not be able to depending on the wallpaper itself. I did this exact thing in two rooms this week. But both rooms have fabric backed wallcoverings that made this easy to do. One room the border came right down in one piece. The other only the top layer came off leaving the paper backing up. It was very difficult to remove the paper backing so we primed it with an oil stain blocking sealer and then a latex wallcovering primer over that. Both new borders went up great. Go very slow when you test this border.
You could also go right over the existing border if it is hard to remove at all. Just follow the above steps of primer.
