Hi,

I am a first time do it yourselver for removing wall paper.

After running into a snag in one room with an awful gluey substance, I decided to check in a corner (covered by the closet door) in another room where we are thinking of removing the wallpaper. I believe I go the wallpaper off without a problem, however under the paper was a strange white material that looks like some sort of vinyl paper (it actually resembles white contact paper in someways). The wallpaper remover that I am using didn't budge this stuff.

Do you know what it is? Is it something that should come off? If so, how do I get it off?

I am planning to paint the room in the future.

This could be another layer of wallpaper. If it is shiny or slick it probably is. Or painted layer of wallpaper. How much of the top layer did you remove? You may need to score or buy a 4" razor knife and scrape dry this. The blade needs to dull a bit for best performance.
