i put some sod down 2 years ago in the area that is between the curb and the sidewalk. i want to raise that grass area about 9". could i just put 7" of top soil over the current grass and put down new sod?

No, because you'll get some settling of your dirt, so it will actually be a thicker layer. Otherwise, you're right on.
