I bought a gas fireplace for my basement and started putting all the venting together. I pulled back the poly and insulation on the wall and noticed the foundation goes almost all the way to the ceiling. Ist it possible to cut a hole in the foundation and vent it outside while keeping all the required clearences from flamable materials, grade, and windows etc..

Depends on a lot of things. One that comes to mind is: given your location, can you install the vent termination on this wall high enough not only to meet the manufacturer's requirements, but also high enough to avoid drifting snow?
