I believe I have poor fabric on the custom pillows for my couch. All are displaying loose loops of thread. I have heard that I should not cut the loops as all of the thread will become loose. What is the best way to repair these loose loops? I am having a hard time pushing them back into the pillow with a needle.

You are taking the correct approach to tucking the loose loops of thread back into the fabric. Surely, the fabric came with some type of warranty. If there is any place you need a sturdy and trouble free fabric, it is on couch cushions which are subject to lots of movement and abrasion. Perhaps you should contact the upholsterer or manufacturer of the sofa.

Are they decorative pillows for show or cushions that are sat on? Do the seams, seem to be coming apart or is it just threads sticking out? Could be whomever made them did not serge the inside, nor cut the excess threads and they're starting to come thru, or they were not sewn well or if they're decorative only pillows and they're being sat on and slept on, etc., they're just not taking the stress.
How long ago were they made? If less than a year, whoever made them will probably fix them for you at their cost, if over a year they may not be warranted anymore.
Need more info to give a more accurate answer.
