My sink was working fine one day and then the next for some reason it isn't running water at all, the toilet right next to it is flushing alright still. Its in a commercial building and so I thought maybe someone turned the valves off and so I tried to turn them and they move a little bit but are very tight. Anyone have any ideas?

Under sink stops are often difficult to turn because they may not have been moved for years. Try turning the valve handles fully CCW.
