I am wanting to install a toilet in an existing location on a concrete slab floor. could I use a core drilling saw and make hole then dig it out from the outside of the slab to gain access to it.

If you are installing a toilet in an existing location, why are you wanting to core the concrete?

Coring a toilet is drastic - use a plunger. :p

Maybe just because it's the tool I have, I use an impact drill to make a ring of holes, then knock/chisel out the waste.

Careful about undermining the slab. There is no way to return that lost support just as it was.

It would be difficult at best to core the concrete and dig it out from the outside unless the site is adjacent to an outside wall. Then where would you tie into your septic/sewer system? And as Kobuchi said, you will never be able to replace the tensile strength the floor has, once it is excavated. Most often the floors are hammered up in a trench, pipe laid at the proper pitch, and the trench is re concreted. Alot of work.
