I'm not sure, but I think folks are going to need more info about what kind of heating equipment you are using.
I'm not knowledgeable on hot-air systems using an oil burner.
My system (HS Tarm multi-fuel) can use wood (or coal), but mostly, I use a Carlin 100CRD oil burner to heat the boiler.
What I do know about the Carlin is, the 100 PSI oil pump is shaft connected to the blower. So, if the Carlin blower fan is spinning, the oil pump is also turning and pumping oil.
This means the burner flame is on whenever the blower fan is on. They can't be used independently, unless you remove the motor shaft-to-pump Coupler, which would disable your oil burning ability.
------
If you are asking about a blower that's not on your oil burner unit,
but part of a heat-exchanger designed to blow warm air into rooms, there might be a simple way to turn on that blower without lighting the oil burner..
On my boiler, I have a burner OFF-ON switch that is used to turn off the oil, when I want to burn wood only.
You system might need a little re-wiring to get the same function.

Does your thermostat have a button or switch which is labled "fan auto-on")? If it does, try moving it to "on".
Some pictures of the furnace controls would help. You can post them on photobucket.com or similar photo sharing site & provide a link here.
