our electric bill has been through the roof as of late. I learned the water heater element might be bad. our gets hot but barely stays hot enough to take a shower and then takes awhile to heat up again. my question is....do I have to drain the water heater before replacing element?

To do it right, yes. I have done it without draining it, but you have to be good and you have to be fast. For a diy'er, drain the water replace both elements, since they have the same age on them probably and the second one is only days away from dying itself.
