I have a tub about 30 yrs. old that is scratch and looking rough . It is white enamel. Is there an reasonable way to refinish it or better off going new.

The DIY kits are ...best avoided. ;)
If there are isolated chips in the enamel, you can scour them down to clean metal and apply a touchup (it looks like nailpolish and probably is), hope rust does not creep in.
I've seen refinishing done professionally and the result was not bad. I don't think this will last a decade of normal use though.
You'll have to tear up some wall to put in a new tub. That could be trouble. A good time to replace the tub is when you re-tile the bathroom.

If you can stand the cost.........
Have an acrylic liner installed.
Do not have the tub refinished w/ a coating process-it will not last.
An acrylic liner is a lot less than replacing tub & it looks purdy.
