GE washer model WA8608MALWH
Washer fills and drains water but does not spin or agitate.
The motor runs but the belt does not move and the pulley driving the belt turns very slowly. The drum does not freely rotate in either direction. Between the inner basket and outer tub is clear. Agitator is clear of obstructions.

The basket doesnt rotate freely....Likely because the tub Brake is engaged.....The brake will not disengage unless the pulley spins...

Sounds like you may have a torn Motor coupler. Look under the machine for evidence of "Black Rubber Dust" on the floor.

While youre down there..Take the belt off, and make sure everything spins freely, and none of the pulleys are "Chewed-Up" .

Sounds like the clutch on the motor is bad. GE washers don't use a coupler like Whirlpools. They made the clutches smaller but more expensive. Go figure. About $125-$150 for new one.
