in the building that i am a super in the hallways have a stincil paint that was commomnly done in the 80's i think, the owners would like me to re-paint the hallways, now do i have to sand the stencil off or could i use a sealer. the ower is saying the the black stencil lines will bleed though nomatter what and that the only way is to sand first

More than likely it will need to be sanded. While a primer sealer would stop any color from bleeding thru, it won't stop the imprint of the design from telegraphing thru the paint.
