I went to open the damper for the fireplace flue and it got stuck. I removed the cotter pin from the damper lever arm and took the damper plate off for the time being. Fortunately we have one of those folding glass doors to keep all our heat from going up the chimney, but I'd like to get the damper back in working order. (The damper has "Atlantic throat damper" written on the side opposite the part that connects to the lever arm with the cotter pin.)

Old dampers can be a problem due to the fact that they get warped and rusty over time. One solution after removing the old damper is put a chimney top damper on. Lyemance makes one that should be available at your local stove or fireplace shop. They use a stainless steel cable to actuate the damper.
They have benefits in that they are easy to maintain and they keep birds and critters out when they are closed.
