Window seal broken

Just purchased a home that is 13 years old with MW windows. From my reading they are not the best windows but that being said cannot afford to replace at this time. Some of the windows seem to have a wavy design on them which cannot be removed when washed. I am assuming that means that the seal is broken between the glass panes. When the seal is broken, does tht mean that I do not have a good seal to prevent heat loss or gain or does it mean that my windows will rot since they are all wood? How do I reseal the windows? Does it have to be done by a professional or can a DIY do the job? Thanks for your advice. I am going to post another question so please watch for it. Thanks again. Jen
