I once saw a DIY program that showed someone mounting a framed decorative mirror right on top of a large flat unframed standard bathroom mirror. The result was stunning, but I'm not sure how to mount the framed mirror over the existing mirror. I thought the diy-er drilled through the mirror, but I can't remember. Any suggestions?

Just take some molding, cut it to specs for your mirror and glue it to the edges. My wife and I just bought a house and thats what we are gonna do to our bathroom mirror.

I understand that you want to hang a framed mirror on top of your wall mirror. It depend on the weight of the framed mirror. DO NOT attempt to drill a hole since chances are you will crack the mirror. Take a look at this product by 3M: http://solutions.3m.com/wps/portal/3M/en_US/Command/home/us_en/products/picture_hangers/
