When you lay a floor - you will have a very uneven surface from board to board - be it new wood or old.... sanding evens out the surface of the floor so you won't catch a splinter or hook the sole of your shoe on a slight transition.

Also if the old wood has a weathered grey surface - that surface will impede the obsorbtion and bond of any coating.
A lot depends on how well the wood was milled and what is expected of the finish product. I've varnished raw sawn wood several different times for customers [but never a floor] In the right setting it can look good but as with any rough surface it will tend to collect dust.
