I don't know what engine you have, but generally you remove the engine shroud, pull out the remaining rope, wind up the pulley in the direction it would wind when pulling the rope until it stops, then back it off unti the hole in the pulley lines up with the hole in the shroud, and feed the rope through both. Tie a knot in the pulley end and let it wind up the rope until the end where you tie the handle.

Cheese is corrrect but in order to do that on those machines you have to remove the engine cover. The recoil starter is riveted to the cover. Basically remove both top and bottom plastic covers, you will have to remove gas tank, then remove bracket that is attached to cover. There are then 4 3/8 bolts holding cover on. Remove cover and follow Cheeses instructions. One note, be sure to pull string through hole in top plastic cover before putting the handle on.
