so pardon the confusion,, if you 'time' the cam and the crank gears, then instal the PTO cover with the balance gears 'hanging' then you have it assembled correctly?

hannibal,
There is a process for timing these balance gears that MUST be followed.
I have to get to work at this moment but will post the proper timing procedure later today if nobody else does.

I use the shank of a couple of drill bits for locating pins.
Good Luck http://forums.vr-zone.com/images/smilies/biggthumpup1.gif

Uh-oh....I goofed...:(
Instead of going by the model#, I assumed you were talking about a 11hp vertical engine. Thank you 31YTech for catching this!
I editied my first reply to avoid future confusion.

A little off-topic, but I have never seen a single cyl engine with counterweights.. Why is this? What's the purpose?

There are balance counterweights in Kohler and Briggs engines. They have been used for years to help remove the vibration of a single cylinder. I believe Kohler used them about the earliest of the manufacturers. Radio just reported a wind chill of -51 here today. No shop work, too cold.
