I have old double-hung windows on our first floor that we want to keep to preserve the appearance of the house. There are existing cheap storm windows. We never need to open these windows for ventilation because there are better options.
I'd like to pull out the old storm windows and put in fixed double-glazed panels mounted flush outside the double-hung windows, trimmed on the outside with a wood strip. I could add weep holes or some other venting if that is necessary. Can I do this without causing problems with moisture and rot? If I can, do I need to add venting? The double-hung windows are not particularly tight.
