Can I put a layer of new plaster over plaster walls? I want a textured southwest
look. My walls are in good shape but the surface is slightly rough.

Hello,
I would recommend that you use joint compound instead of plaster. Its easier to work with. You can apply the mud directly over the existing plaster, and since you putting on a heavier texture, it will hide most of the imperfections(If any). I would also recommend that you either use a mud-dobber or hire someone. I've seen some not so pleasant results from amatuers trying to skip trowel. I hope this answers your question.
Good Luck-
