I have a heat pump for the upstair of my house... The fan runs while cooling and it works good... But I was told the fan shuld be running while heating also... The heat is good but the fan on the external unit is not running... Is this normal ???

If your talking about the outdoor unit, yes it should be running in heat mode. Unless it's in a defrost cycle.
You say it heats good. Next time the heat is on go outside and see if the compressor is on.
You may be heating with only electric strip heat. Very costly.
