Its a 20y/o softener, with just 6 y/o resin. With inspection, some (maybe 5%) of the resin had turned a bit mushy over the last 6 years. There has never been any base layer of any gravel used. Would this be a good idea, so a little bit of resin destruction doesn't clog up the unit in a few years?

If the softener is a downflow design then yes, a gravel underbed is a good idea.
