I am replacing a double hung window in garage due to excess rot. How do I determine the new window size when marked 3/0-3/0 or similar like 2/8-4/0. my opening after removing the old window is38"x58" what size am I looking for

pretty sure you have a 3/0 4/6, but its been a few years. Should be a standard size at any place that sells windows. They'll be marked with the required RO.
A hint when ya put the new one in. Prime and paint it before you install it, cause there will be places you can't get to after, and thats always where the rot seems to start. I even caulked all the wood joints on mine, before i put 'em in.
