The valve that brings fresh water to my toilet makes a very loud hissing noise that is also audible in the wall from the next bedroom. I tried turning the valve a little and it got quieter for a moment, but then the pipes began to shake.

The washer on the valve stem is loose. You will have to remove the valve stem(after turning off the water) and replace the washer. Some shutoff valves no longer have replaceable washers so you may have to replace the valve. Is you do, use a 1/4 ball valve available at home stores. They come in configurations to fit most any plumbing situation. And you will never again have washer problems.
