What is the proper way to test the heating element(s) in a water heater? I have heard they can be tested with the power either on or off? Is one way better than the other?

From whomever you heard it can be tested with the power on, steer clear of them, even on the roadways. Turn the power off, disconnect both wires from the screws on the element and check for continuity across the screw heads. If it is broken, you will get no reading. Be sure to check both elements, as a failure in either one will affect overall heating of the water.
