I want to tear down my interior wall to insulate. My wall is an interior wall that goes to an outer wall. Do I need a plastic barrier?

No, you only need vapour barrier on exterior walls and ceilings.

If this is the exterior wall, it's going to depend on what area of the country you live. Also it doesn't hurt to contact your local building official to see what building codes may apply, if any.
